Changes in the Green Building Codes- not good!

Still hot off the presses, the Building Standards Commission (BSC) and the Department of Housing and Community Development (HCD) are proposing further developments to their Green Building Codes.  Sound Cedar Company, the Build It Green Network along side other environmental groups believe that the proposed codes, as designed, would actually impede the progress being made by many local governments and the private sector towards more sustainable building siting, design and construction. Changes to three proposed amendments in Part 11 " " standards in Title 24 are being considered for possible adoption in January, 2010. First, I am concerned about the use of the Green Building Standards abbreviation "CalGreen."  The use of "CalGreen" in the code amplifies the serious risk of misuse of the term " " and opens up the likelihood of buildings being labeled - as "green" for merely meeting the legal minimum requirements. It also severely undermines the efforts of municipalities and the private sector to promote more rigorous and verifiable standards for environmental performance. Second, the division of the recommended additional measures into Tier I and Tier II further exacerbates the likelihood of public misconception.  "Tiers" imply benchmarks withclearly delineated criteriathat separate them. The current HCD and BSC language providesnosubstantiation for the measures selected for inclusion in each tiernordoes it provide a mechanism for scoring or rating building performance under each tier.  Third, the separation of Part 11 under a separate title of "Green Building Standards" may have already outlived its purpose.  Because there is no universally-accepted definition of "green buildings" I urge that standards adopted to promote environmental protection should be called just that –environmental performance standards. In summary, I believe that it is the role of the State to establish and enforce minimum compliance standards.  It is the role of the localities to adopt ordinances that go beyond statewide standards to better meet the needs of their communities.  It is the role of the private sector to support builders who wish to claim the benefits of comprehensive, substantiated and thoroughly verified third-party rating systems. It certainly makes sense to have set standards for green building, but these three changes are confusing to homeowners and a home framed with wooden 2x4's (because they are a natural and renewable product) does not score enough credits to be green.  Sorry guys, it takes a little bit more than that.  Check out the Margarido House in Northern California.  It was rated Platinum for its use of local and natural building materials.  It took every environmental impact into consideration, and yes, we supplied all of the Cedar.  Take care! ...read more
