A new scheme involving faxed, e-mailed, or operator assisted (hearing impaired relay) phone calls requesting a large quantity of expensive items including but not limited to rock/stone, tile, mulch, lumber, and flooring has been identified. The fraudulent customer may provide several, near identical credit card numbers, and may request to split the purchase amounts evenly over the cards. Variations of the scam include the involvement of a trucking or shipping company picking up of the merchandise, and/or a "customer" request for the merchant to wire money via MoneyGram or Western Union to the alleged shipper. Other scenarios include product(s) delivery to an open or vacant lot, out-of-state or non-local "customer," and/or, a request for the authorization code(s) or proof that the card went through.If you receive suspicious or unusual orders, please contact your voice authorization department and perform a Code 10 authorization prior to processing the transactions. At some point in our lives as consumers, we've been subjected to grabbing a few unwanted items just to make the minimum purchase required by the establishment for using a credit card or check card. Lately, we've been seeing gas stations posting two different prices or one price that denotes "Cash". Here's the deal.It is a violation of the card association's guidelines for any merchant to impose a fee to a card holder using their credit card as a method of payment for goods and services. Technically you can report the merchant. If you really want to expend the effort to do so is up to you. The only exception to this rule applies to government, schools, municipal taxes, and courts. They are required to register with Visa/MC permitting them to charge a Convenience Fee for using a credit card.Gas stations now display cash and credit prices as a way to offer a "discount" for paying by cash. Yes, dual pricing! Most people do not realize that there is a cost to that merchant for each time a credit card runs through their processing system whether or not the sale was approved. The margins of profit in gasoline sales are extremely thin and this is the loophole they are using to get around this technicality. The smaller the purchase amount, the higher the cost of selling the item is to the merchant. A pack of gum priced at $0.50 when your processing cost alone to sell it is close to $0.20 does not leave much room for profit. Consumers generally are unaware of this and wonder why they need to buy more items and not just the gum in order to get out of the door when paying by plastic.Certain industries have special rates set by the card associations. Other merchant categories or SIC's have certain privileges, such as the Convenience Fee, or Quick Service industries that can run payments without the need to get signatures on sales under $25.00 like fast food restaurants and pharmacies. Merchants need to abide by the guidelines and properly utilize allowances permitted by Visa&MC;, period.
