Clearly, Tom Hucker knows how to get things done in Annapolis. Year after year, he passes big bills to expand pre-kindergarten, clean up mercury poisoning, and require living wages for workers on state contracts. As they say, Annapolis is full of work horses and show horses, and Hucker's clearly a work horse.
