They did not upkeep the property. They contamtly accused owners of violating bylaws. They installed security caneras on the floors when there was never a security incident. But this is why yo lu need to stay away. They actually spied on the owners with the security cams. Smog Testing Changes Next Year in California

Ever wonder why there are still so many smoke belchers out there on the road? How come they passed inspection? Well, apparently there was something wrong with the testing system as well as a lot of fraud going on. In a state audit, they found out that nearly a third of older-model cars stopped for roadside smog tests in Southern California failed them, despite having received a passing grade at inspection stations within a year. And random tests for smog emission by California Highway Patrol and Bureau of Automotive Repair officials between 2000 and 2006 showed that 31% of the stopped vehicles failed  within a year of having received passing grades at testing stations. Anyway, that is about to change next year. Legislation has already been passed which would allow the state to bar low-performing test stations from conducting smog checks. Set to begin January 1, 2013, the goal of the new AB 2289 is to improve smog passage rate through better testing, diagnostics, repair and follow-up. The implementation of the new law is also expected to reduce the time and cost of the smog check. The program will now take better advantage of a vehicle's  On Board Diagnostics (OBD II) technology by eliminating tailpipe testing and instead using the vehicle's own OBD II emissions monitoring system. The new law  now requires the smog test inspection to rely on data from a vehicle's own on board emissions computer to determine the vehicle's harmful emissions production as opposed to using a smog machine to sample the vehicle's emissions output from the tailpipe. This design is expected to reduce the cost of equipment at the smog station, reduce the amount of time it takes to smog check a vehicle, and reduce the cost of the smog inspection to the consumer. California’s new smog test system, which by the way is no longer new in 22 other states, will soon go into effect as part of the larger effort to reduce air pollution. One requirement of the bill is that motorists with older cars will be directed to new "STAR Stations" which stands for smog stations which have met high standards, or scores, based on a state-issued report card, the so-called Station Technician Achievement Rating. A number of automotive shop operators have already been gearing up for the law to go into effect. Currently, more than 1,300 stations statewide have applied for and received high enough scores to become a STAR station. The establishment of STAR stations is not the only implication of the new state bill. Another innovation which will go into effect mid-year 2013 is aimed at making it easier and less expensive for newer cars to pass smog tests. Smog stations will move away from traditional tail pipe tests that has been in use for the last three decades and, instead, use specialized "sensors" to expedite the process. However, those new sensors can be used only for cars that are year 2000 or newer. Older cars will be directed to STAR stations. The ceiling on fines has also been raised from $2,500 to $5,000 to those caught violating the law. ...read more
