Man's roof problems involve unlicensed contractor By Amity Addrisi, Eyewitness News Published: 0 CommentsPrintEmailBAKERSFIELD, Calif. — The recent rains wrecked many roofs around town. With so many people desperate to stop the leaking, roofers were in high demand. But one Eyewitness News viewer says he's now demanding a refund from a roofer for a job he says was done incorrectly. Jim Pugh says he was desperate for help after his roof started leaking during the December storms."It's a very scary thing when you have your house, where you feel it's a warm and fuzzy place, and you have water coming in," Pugh says.He says he called every roofer in the phone book, and the only response he got was from Ralph's Roofing. The roofing company said the leak was fixed. But when the rain came back, so did the leaks.Even though Pugh had a six-month guarantee listed in his contract, he says he couldn't get ahold of Ralph's Roofing to fix the problem. Pugh tells Eyewitness News that he "tried even to send him registered letters, twice. I don't know what happened, but they couldn't deliver them."Frustrated, Pugh came to Eyewitness News for help. We checked around and uncovered that the owner of Ralph's Roofing, Ralph Fernandez, doesn't have a contractor's license.We spoke with Fernandez over the phone, but he denied us an on-camera interview. Initially, Fernandez told us that he'd try to settle the dispute with Pugh, but that was more than two weeks ago. When we tried to contact Fernandez on Friday, he did not return our call.Pugh says he paid Ralph's Roofing $640 for the repairs. The Contractors State License Board says that could be a violation. Without a license, a contractor cannot charge more than $500 for a job.The state licensing board also says that a contractor must list their license number in an advertisement or admit that they don't have a license number. We checked out the phone book ad for Ralph's Roofing that was supplied to us by the Pughs. Neither requirement seems to have been met in the ad for Ralph's Roofing.Pugh is now filing a complaint with the Contractors State License Board, which will investigate his claims.
