It is very possible to get you a website and submit it to the search engines. However, in order for it to be successful and rank on the first pages of those search engines so someone can actually find you, you will have to think about hiring a professional design/SEO company.
Depending on your wishes and needs, it can be done quit cheap, however, often times you do get what you pay for.

Affordable is relative! As for the Search Engine Optimization you should consider several things, but most importantly Google's patent of March 2005:. This linked article I wrote may help get you started, but their is a lot to it and no such thing as a free lunch, as it is a competitive world of web sites out in cyberspace ;)
