For me, it is better to be homeless than to rent from this company. I rented from them for more than six years. In that time, I paid my rent faithfully every month, and anything I couldn't fix myself, I reported promptly, starting with a list of items outstanding when I moved in. I refused to sign my lease the third year, because the roof had been damaged in a heavy windstorm two years earlier, and I didn't want to be on the hook for a full year's rent, if I had to move because the roof collapsed. They finally fixed the roof, I signed my lease (4 months later, after my waterlogged bedroom ceiling collapsed, and after they replaced the entire roof, costing the Owner thousands more than the simple repair would have required!), and I figured things would get better. They didn't. I refused to sign my lease this year, because the HVAC failed in February, after being on the fritz for over a year. The Property Manager, Sybil Baker, sent a "guy," who hardwired everything to the emergency cutoff switch, meaning we had to go to the basement to the closet and flip the switch if we wanted heat and then flip the switch again to turn it off -- no more thermostat. Obviously, this was illegal, so I figured they would repair it when the snow melted a few weeks later. They didn't. In fact, I refused to sign my lease a second time. This time, though, the Property Manager told me I had to pay the higher month-to-month rate. I insisted, and after weeks of haggling over whether or not to fix the HVAC, I finally offered to call the Montgomery County, MD Office of Landlord/Tenant Affairs for advice. She never responded. I waited a couple of days and then called. I sent her an e-mail detailing the conversation, which included that she was required by law to fix the HVAC and a list of my recourses under the law, ending by begging her to just fix the HVAC! Her response? She filed a false complaint against me with Montgomery County the very next day! In response to the false complaint, the County sent an Inspector (who was wonderful but powerless), who found the complaint really was false, but then cited the Property Manager for 10 code violations! ... and it went downhill from there. I finally gave notice and moved out, with many of the problems I originally reported when I first moved in still unrepaired. I'm sleeping on a friend's couch with everything in storage two months later, because being homeless really is better than renting from Town & Country!
