Those with legitimate disabilities, especially hidden disabilities, should think twice before living in HAP properties. There appears to be collusion amongst the HAP appointed property managers and HAP to flout HUD regulations on technicalities. And those who bring legitimate complaint are harassed and intimidated. \t\n\t\nRecently, a prominant attorney for one of the larger prop mgmnt firms went to The Bureau of Labor and Industry (which enforces fair housing law in PDX) and tried to interfere with investigative efforts and to influence BOLI in favor of landlords.According to the OR Bar, such behavior is unethical and possibly subject to disciplinary proceeding. \t\n\t\nWhat renters need to know is that the lease they sign does not reflect HAP's actual operating and compliance policies, and that HAP's legal team has apparently adopted an "if we can get away with it, it's legal" strategy. I now know exactly what it feels like to have" made a deal with the devil". I urge you, if you can, to avoid HAP housing and pay more for decent treatment. ...read more

I have rented from plenty of property management companies in the Portland Metro Area, in other areas of Oregon, and in other states as well. I can honestly say that this is property tops my list in complaints and the property management company quickly and easily disregards all of my concerns. If you move into a property with a broken window expect them to take a month or two to replace it. If your rental property is a close cousin to a wind tunnel (even with all of the windows and storm windows closed) year round and is easily confused with the tundra during the winter - expect lecture if you attempt to improve the situation by insulating the windows. Finally, if your rental becomes a mold and mildew heaven due to improper bathroom ventilation, expect nothing more than suggestions to "spray with diluted bleach" and to "clean the area with Tilex." ...read more
