Walmart Neighborhood Market

While this is a "CONVENIECE" Grocery store, I was told by young man in the customer service section that they did not have to match ads from neighboring stores because they were a Market. It is still Walmart so I fail to understand why you can't get money off of other competitors store prices. I fail to see the difference and I do not find any data saying that this is true.
