Offer 2% Interest, offer earlier opening and later closing hours, convince all of the local folks to transfer from the surrounding banks, then... after you're the pillar of the community and have everyone's money tucked away, you begin consistently lowering interest rates, changing your hours, then closing on Saturday (what's that all about).
