IMHO, Mr Larry Starkman is a fat pos slumlord and scammer. He and his associate, Steve Brown ripped me off for 26K and it's been 4 years in court and no payment. He was the general partner of crestview apartments in Kankakee. As a slumlord, he took many thousands of federal section 8 money, put it in his pocket, neglected the property so badly that after several rapes and murdersm the city of Kankakee had to take the property away from him to protect their community.
