They use a computer to tell them the state the plate running a light comes from. The computer "guesses" the state based on what it thinks the plate might be. When you follow up and provide proof that your vehicle was not the one they nailed the ticket to, they don't remove it and 2 months later you get a 2nd notice with a late fee assessed!!!! Stay far away from these guys. I had a reservation for them to pick me up from PHL last month to bring me to my home in Middletown, Delaware. Due to a flight cancellation my travel plans changed and I was to come into BWI. I called Delaware Express to notify them of the change and a very nice representative not only changed my car reservation to pick me up in Baltimore for the new flight, but also sent me a written confirmation of the change. All seemed well and that evening I took my flight to BWI. Upon arrival at BWI I followed the instructions on my updated confirmation and called the dispatcher to alert them to my arrival. The dispatcher tells me it will be three hours before the car can pick me up. 3 hours. The next day I called them and was connected to the 'Operations Manager'.
