We recently had the need of a plumber for our "rental property" in Hemet. Kevin, from "A Fast Plumbing & Drain" was on the job almost immediately! We are very pleased with how with how fast, honest, and fair he was. We did not have to make a trip to Hemet to take care of the problem. Everything was taken care of over the telephone. We paid with our Credit Card and Kevin emailed us the invoice with a detailed description of what work was done. Why do I need to hire a Licensed tradesman ?

License tradesmen have been qualified by the State in which they operate to have the necessary knowledge to perform their trade. Each State Contractors License Applicant is required to pass tests in both the law and trade classification in which they apply for. Once they pass their exams they must pay fees for their license and post a Contractors bond. This Testing ensures the consumer that the person they hire has the needed knowledge of the trade in which they work. The bond acts as a safety measure for the Consumer if the contractor fails to meet their obligations, Licensed plumbers / tradesmen can pull building permits and legally perform work valued at $500.00 or above. Most unlicensed tradesmen operate knowing that they should have a State Contractors License. They often misrepresent themselves as being licensed. Many go down to their local city hall and obtain a simple city business license. They then list this as their "license" number, clearly knowing that a city business license is not enough to operate legally. A contractor who does this, has not only broken the law but has already practiced to deceive the consumer. Can you trust this person?  The key is for you to ask if they hold aState Contractors licenseand what the number is so that you may verify it online or by phone with the Contractors State License Board (CSLB). Are they Bonded? Bonding companies will not issue bonds to unlicensed Contractors. There may be a good reason why they do not have a State Contractors License. They may not be able to pass the tests. If they can't they most likely do not know the building codes. They simply never took the time to get one. They may not be able to prove their citizenship or have the right to be in our country legally.  Bottom line is that you are at risk when you hire unlicensed contractors. Can you afford to take risks with your most expensive possession and the peoples lives or health within it?. A Fast Plumbing&Drain is a locally owned and operated company. Kevin Luzzi is it Owner and Primary Technician. He holds a California State Contractors license under two classifications. The first is a B - General Building Contractor and the second is a C-36 Plumbing Contractor.. This license was issued December 2nd of 1992. He has been in the trades 23 years. He was a Service & Repair Plumbing Instructor, working for a National Plumbing Company for 2 years. A Fast Plumbing & Drain specializes in service and repair plumbing. We limit our new construction work to remodels and room additions. We service residential, mobile, and manufactured homes. We also service commercial and industrial businesses. We offer plumbing and drain repairs along with sewer and drain cleaning. Our prices are very competitive, giving our high volume and repeating clients preferred pricing. The truth about unlicensed Contractors.

Hello Blog Reader, I operate a Plumbing Contractor business in the great State of California. Of course this means that I am governed by the laws of the California State Contractors License Board. I abide by these laws an in doing so have the right to conduct business as a qualified "Legal" Contractor in this State. California State law requires any person (tradesman) to have a State Contractors License for jobs with a dollar amount in excess of $499.99.  This law was created to ensure the person offering services to the consumer has the necessary skills required to properly conduct business in their trade. The Contractor State License Board (CSLB) requires the contractor applicant to produce evidence of their experience. This is normally accomplished by a letter of competence and trade experience from four separate individuals vouching for the applicant. These contractor applicants have generally spent time in the field learning their trade under the tutelage (training) of a already licensed Contractor within the trade type they are applying for. For example an applicant for a Plumbing Contractors license will have worked for a few years as an apprentice for a Licensed Plumbing Contractor. Four people must step forward to vouch for the applicants proficiency and experience in the trade. The State will now allow the applicant to apply for testing. The testing will require the candidate to spend a few hundred dollars to schedule for a test date and turn in the statements from the other contractors. In addition they must secure a Contractors Bond which will generally be in the amount of $12,500.00 dollars. This is purchased like most insurances are where the contractor pays a premium for each years coverage. This bond is also for the protection of the consumer if the contractor fails to meet his / her requirements to the client under the law. No Bond, no license. The first bond is issued under the provision of a successful completion of the testing a contractor must complete. This testing requires the applicant to successfully pass a contractors law exam and a trade exam. Under the law exam they must learn such things as home improvement contracts, mechanics liens, preliminary notices, consumer protections, and the legal ways in which a contractor must operate their business. The trade portion of the exam will test the applicant to insure a minimum basic proficiency and knowledge of their trade. This will cover such things as building standards (referred to as Building Codes). These Building Codes are the standards by which all Contractors must operate. These codes are in place for the safety of all that might use or be housed by the systems created by the contractor. In addition the contractor will be asked to perform math, interpret / read blueprints, determine equipment or materials requirements, etc....They must answer questions that they should be able answer if they had studied and apprenticed in their trades.  .   This testing requires a thorough knowledge of the law and your trade and it is not unusual for applicants to fail one or more times before they pass. Many will pass the trade exam but not the law. Others pass the law but fail the trade exams. But I think most would agree, operating your business legally is just as important as doing the job properly. As contractors we are running into less and less people willing to apprentice in the trades. They won't invest the time to achieve the brass ring of getting their license. They all dream of owning their own contracting business. Most new hires in the trades jump from company to company trying to increase their wages with each new company. The problems come when each company the new hire goes to, fails to complete the workers training.  The CSLB resources are very limited due to budgets and they can only catch a small percentage of the unlicensed, incompetent or unethical contractors. The new tradesmen see very little action being taken to enforce the CSLB law. So many new tradesmen will take the risk and run unlicensed. They know better but they do it anyway. What does this mean to you? Unlicensed contractors are automatically not bonded, If they screw up, fail to complete, or perform poor work you cannot file claim against a bond that does not exist. Insurance companies do not insure unlicensed contractors. No insurance company today will risk an unlicensed contractor. Many do not have the skill sets necessary to perform their trades or do not understand the laws. This means they can create unsafe conditions within your homes or businesses that could affect you or your loved ones. They do not know or operate using the laws that contractors are required to operate under. The City Building Departments cannot issue building permits to unlicensed Contractors. A licensed contractor would have to be a idiot to pull a permit for an unlicensed contractor. They could lose their license for doing it.  They are dishonest. A contractor willing to operate outside the laws of the CSLB and cheat the system, has already deceived you. Until this person gets the license they can't conduct business as a contractor. How do you know who is and isn't licensed?  Check out the contractor online using the CSLB website www.CSLB.Ca.gov/ . You can click the link that reads "check a contractors license". You can also call (800)321-CSLB (2752) . Lets address the current trend in unlicensed contracting. Many unlicensed contractors are using a bogus number on their business card. They are listing the number they received when they applied for a local "City Business License" as if it were  a State Contractors License. They know this is being deceptive and they have chosen to deceive you. Your first clue the license may be bogus is a five digit long number or a number starting with a zero to make it six digits. The likelihood of a five digit State Contractor License number still being active is almost impossible. The contractors or companies that were issued 5 digit license numbers are most likely dead or out of business. It could happen on a multi-generation company rollover, but the chances are slim. The State has never issued a license starting in a zero. If you are hiring a contractor you must ask "Are you (or the Company that you work for ) licensed by this STATE as a Contractor?' City licenses are not valid for qualifying as a State Contractor. Now lets address the company employee who works for the company. If A company has a Contractors license held by the owner as its Responsible Managing Officer, the owner then becomes responsible for the work of the employee. An employee can hold a license for the Company as the Responsible Managing Employee also. the latter occurs less often. In both cases you would find information online about the contractor and / or Company with the License Board. Unlicensed Contractors will start dancing and quick talking when you ask them the direct question above. Licensed Contracting companies will gladly produce evidence of their acheivement to become licensed and bonded. Hopes this helps you to make better decisions when hiring a contractor.
