If this is the former INS officer, who retired early and prematurely, then he is bad guy for sure! I used to work for him within El Monte, Ca INS section office...He got me terminated because he abused his position and power...He set up something nasty "judicial" traps of endless paper works on this team of officers working under him as a supervisor...He should be prosecuted by federal law for civil right abuse and corruption. INS is a really corrupt and evil place to work for, which hold a really evil reputation.
