Specifically, the Environmental Site Assessment or "ESA" is the process of making "all appropriate inquiries" about past or present uses of a property to determine if the property is affected by a "recognized environmental condition" (REC). The ESA process includes a site inspection, a review of the historical records of the property and the investigation of the records available at government agencies. This information is detailed and evaluated inPhase I of the Site's Environmental AssessmentReport, and an opinion is taken on whether past or present activities may have caused the release of hazardous substances or petroleum products on the property. Phase 1 Environmental Site Assessment Environmental Site Assessment Phase I is a standard for evaluating environmental obligations related to any type of real estate asset. ESA Phase I includes a file review, site inspection and interviews with owners, occupants, neighbors and local government representatives.  Although sampling and laboratory analysis are not always included during this phase, they should be performed by an environmental professional trained in appropriate techniques. Public records are available concerning the locations of classified properties. Phase II Environmental Site Assessment If a Phase I Environmental Site Assessment identifies potential contamination of the site by hazardous materials, a Phase II Environmental Site Assessment needs to be carried out. Phase II ESA includes sampling and laboratory analysis to confirm the presence of hazardous material.
