Calvada Environmental Services, Inc. (CES) conducted a Phase I Site Assessment of a neighborhood in Mecca, California. 28 properties were involved to determine what liabilities the County of Riverside Economic Development Agency (EDA) may be exposed to for the potential purchase of the properties for development of a community center and fire station. The 28 properties were in a mixed used of residential and commercial properties with three of the sites a concern due to historic operations of: • Former Gasoline Station dated back to 1958; • Used Auto Lot. • Vacant corner lot with drum storage and abandoned auto. CES proposed in its recommendations to EDA to conduct additional soil sampling on the potential affected properties. After laboratory findings were retuned, petroleum contamination was found on the properties. The corner lot had an affected area which was limited to the upper two (2) feet and could easily be removed and disposed to a licensed facility. The second property, La Provendica Auto, the former gasoline station, was found to have soil and groundwater affected. A second subsurface investigation was conducted to determine the vertical and lateral extent of contamination. After laboratory results were reviewed from the second round of sampling, the extent of contamination could be determined to be confined to the former fuel island and garage area. The EDA is in current negations with the property owner and is applying to the State of California under the Brownfield reauthorization Act to use funds for the potential development of contaminated properties. ...read more
