ABOUT THE PROJECT / STUDY WIH Resource Group conducted research and detailed the benefits that the City of Boise would enjoy by implementing a plan to require waste and recyclables collection vehicles in the city be switched to compressed natural gas (CNG) as an alternative to diesel fuel. According to the study, Boise's waste management operations will stand to save money by switching to CNG fuel. Not only has the price of natural gas been significantly lower than that of diesel fuel for many years— approximately $0.50 per diesel gallon equivalent (DGE) or cheaper— but an excise tax credit available under the Energy Policy Act of 2005 has made this fuel an even better bargain. Estimated savings for converting to 20 new compressed natural gas trucks may produce fuel savings of more than $157,894 per year over diesel fuel and will assist the City in reducing its carbon footprint. Based on the WIH Resource Group study's findings, the City of Boise has ordered, for a June 2009 delivery, 12 CNG powered garbage trucks. Clean Energy was awarded a contract for building the CNG fueling station which will be operational by June 1, 2009. City of Tucson, Arizona Selects WIH Resource Group, Inc. for Study
PHOENIX, ARIZONA (May 25, 2012) – WIH Resource Group, Inc. (WIH) announced that it has been retained by the City of Tucson Arizona to assess the City's Compressed Natural Gas (CNG) Fueling Facilities&Plant Upgrades along with the development and distribution of an RFP for third party services. The City of Tucson Arizona requested WIH Resource Group, Inc. and its subconsultant, Fuel Solutions, Inc., to evaluate the City’s existing CNG fueling facility and provide recommendations for upgrading its capabilities and system capacity. Phase Two of the Project involves the WIH Resource Group Project Team to develop a request for proposal for solicitation of a third party to finance, design, upgrade and operate the City's upgraded CNG fueling system. The City will not make improvements in both areas (Fast fill and Time fill fueling methods) and will instead choose the best option to fit the City's need. "We are very excited about this project as WIH Resource Group is now in our fourth year under a Master Agreement for Environmental On-Call Services with the City of Tucson" said Bob Wallace, Principal & VP of Client Solutions of WIH Resource Group, Inc. "WIH Resource Group performed a related study in 2008 providing recommendations to the City's Environmental Services Department (ESD) about the potential of converting the City's solid waste and recycling collection truck fleet from biodiesel to Compressed Natural Gas (CNG) and it's exciting to see many of those recommendations take effect." Wallace stated. "Under the current project, upgrading the City's fueling facility is critical as it is 23 years old and has inherent capacity limitations." Project Background The City of Tucson was awarded a $1.9 million dollar Federal Transit Administration - State of Good Repair (SGR) grant that will be made available around March 2012. The City is required to provide grant matching funds or services with a value of at least $480,000. The grant funds are earmarked for the purpose of upgrading of the existing CNG Plant to serve the Sun Tran Bus Fleet. Sun Tran is intending to use fast fill fueling dispensers exclusively for future fueling and eliminate the existing slow fueling dispensing and related systems. The City of Tucson has been awarded additional funds in the amount of $3,697,650 for the purchase of nine CNG buses. The City is required to provide grant matching funds or services with a value of at least $757,350. In addition the Environmental Services Department (ESD) would like to add 15 CNG fueled refuse trucks to its fleet in the near term. ESD would like to have provisions to have a total fleet of up to 80 CNG fueled refuse trucks and the capability to fast fill with a slow fill option during non-refuse collection times (typically at night). The grant funds noted above cannot be utilized for funding infrastructure improvement/upgrades required for the ESD Fleet. DIVERSIFICATION KEEPS WIH RESOURCE GROUP ON THE PATH TO GROWTH
With multiple years of service in the solid waste industry, the principals of consulting firm WIH Resource Group, Inc. (WIH) (Phoenix, AZ) bring direct, on-the-ground experience to bear in their provision of logistics, planning, operations, business development, and other support services to the industry. Between this experience and an emphasis more on logistics than on design and engineering services, WIH has a fairly comfortable position in a niche with few competitors. Logistics and planning covers a broad range of jobs, and it’s supporting that diversity of projects and assignments that has helped WIH weather the buffets of the economy in recent years, according to Bob Wallace, a WIH principal and vice president of client solutions. Launched by Wallace in 2005, WIH was experiencing growth ranging from 20 to 50% annually until 2008 and 2009, which "were tough years." The company is nearly back to the 2008 revenue level—a small firm, it generates less than $10 million per year—and Wallace remarks that, "if we specialized in just one practice, we probably would have died a long time ago." Waste-by-rail project planning, feasibility study, and development are among the many services provided by WIH for solid waste companies. Collection vehicle routing studies also fall under the transportation logistics consulting umbrella. WIH also conducts "waste-shed" studies for private companies, municipalities, and regional authorities. The firm recently completed studies for San Diego, Sacramento, and the Phoenix/Tucson region. Lately, "we’ve done a lot more in business development, being retained to build out volumes of waste for clients’ transfer stations and landfills," says Wallace. Equipment brokerage for solid waste collection fleets is another service line.In this area, the client relationship can go both ways, not only serving the solid waste entity in some instances but also the equipment provider in others. "We’ll have companies come to us and say, ‘we have 65 rail cars—can you find a home for them?’" notes Wallace. On the public side, WIH has a specialist who undertakes rate-making assignments for solid waste authorities. "In that area, we’re doing financial assessments, looking at the costs of collection, labor, fleet maintenance, fuel, depreciation, and the like," says Wallace. "You’d be surprised how many cities and authorities don’t know their true costs of operation." For both public and private entities, WIH will perform strategic business planning. A company or city may be looking to optimize its fleet of garbage trucks, front loaders, and rear loaders across its territory, and WIH will conduct the operational performance assessment. Such a job can run anywhere from $20,000 to $100,000, obviously depending on the scope. "We might find that the client has the wrong size of equipment, or may be taking the waste too far away," says Wallace. "In the case of one city, we found it made sense to outsource the operation, so in phase 2 of that project, we drafted the RFP, issued it, and hand-held the city through the process of negotiating the contract, which got the city out of the business, saving them $1 million per year." WIH has seen a shift recently towards the private side of the business. "It used to be that 70% of revenue was coming from the public sector—the cities and counties—and it seems they are feeling the effects of the economy. Some are even facing bankruptcy." On the private side, performing due diligence for mergers and acquisitions (M&A;) is a particularly active area for WIH. The crash of the construction industry, the softening of the economy, and the volatility of the stock market have prompted private equity firms and large-net-worth individuals to seek out more stable investments, and many of them are directing their attention to the solid waste industry, according to Wallace. This interestinterest includes potential investment in various approaches to recycling and re-processing materials, including landfill gas (LFG) to energy, plastics to fuel, and composting. Indeed, private equity firms may sometimes appear over-eager to invest in such plays, Wallace suggests. WIH’s role is to bring some real-world data to bear on the go/no-go decision. "Someone might call us and say they have an equity investor to develop an LFG-to-energy project and they have a client to take the energy, and I ask, ‘have you even done a pro forma on the site, the waste volumes, and the resulting costs?’ "There are lots of private equity investors ready to invest in things that they haven’t evaluated," says Wallace. "We’re retained to prove the theories out." Like other solid waste consultancies, an emerging area of business for WIH is the conversion of vehicle fleets to compressed natural gas (CNG) or liquid natural gas (LNG) fuel. Typical of its business model—WIH has five full-time professionals and staffs up for specific projects—the company is fulfilling one assignment by hiring a subcontractor Fuel Solutions, Inc.(Los Angeles, CA), to perform a large part of the assessment. The team will conduct a cost assessment and, if warranted, draft an RFP for a design/build or a design/ build/operate contract. It might appear that, with a staff of five professionals, WIH’s work would be limited geographically. Yet the company has undertaken projects in Australia, Canada, Japan, and Mexico, and it currently is working with clients in Brazil, El Salvador, and Nicaragua. These assignments have come from a combination of inquiries, referrals, teaming arrangements and pursued business, according to Wallace. He sees the outlook for 2012 as good. The new CNG work is typical of how the company operates—take on work in new areas, and staff up the teams accordingly to deliver the required expertise. Section Two In the United States approximately 175,000 refuse trucks operate and burn approximately 1.2 billion gallons of diesel fuel a year, releasing almost 27 billion pounds of the greenhouse gas, CO2. Every gallon of diesel fuel burnt emits more than 22 pounds of CO2. In addition to contributing to global climate change, diesel-fueled trash trucks are one of the most concentrated sources of health-threatening air pollution in virtually all cities. Section Three CNG is natural gas that has been compressed into a high-pressure container for transportation. Since the 1960s, CNG has become a vehicle fuel alternative to oil-based gasoline and diesel fuel. The International Association for Natural Gas Vehicles estimates that more than well over one million vehicles worldwide operate on CNG. Section Four The WIH Resource Group project team conducted a series of interviews and meetings with individuals that are subject matter experts (SMEs) from public agencies, private sector solid waste collection companies and CNG, LNG and Biodiesel industry suppliers of both fuel and engines. The average price of natural gas is up to $1.00 less per diesel gallon equivalent (DGE) and refuse truck operators can get fixed-price, multi-year natural gas fueling contracts from CNG and LNG fuel suppliers like Clean Energy, Inc. The use of natural gas as a vehicle fuel helps reduce U.S. dependence on foreign crude oil. In 2005, 64% of the crude oil used in the United States was imported from foreign sources other than Canada. By comparison, in 2005, an estimated 97% of the natural gas used in the United States was supplied from the United States and Canada, making it less vulnerable to foreign supply disruption and price volatility. Prior to the interviews, each organization was provided a list of the issues that it would be asked about in its interview. Section Five The CNG market is more stable than the gasoline market. CNG generally costs 15 to 40 percent less than gasoline or diesel respectively. CNG requires more frequent refueling, however, because it contains only about a quarter of the energy by volume of gasoline. In addition, CNG vehicles cost between $1,500 and $3,500 annually more than their diesel-powered counterparts. This is primarily due to the higher cost of the fuel cylinders. As the popularity and production of CNG fuel refuse collection vehicles continues to increases, CNG vehicle costs are decreasing. Once new natural gas trucks are in service, their operators stand to save money. Not only has the price of natural gas been significantly lower than that of diesel fuel for many years (approximately $.50 per diesel gallon equivalent (DGE) cheaper), but an excise tax credit available under the Energy Policy Act (2005) has made this fuel an even better bargain. As an example, an estimated savings for acquiring 20 new compressed natural gas (CNG) powered garbage trucks may produce fuel savings of more than $165,894.00 per year over diesel fuel. How San Diego's Landfill Sale Failed Posted on April 4, 2011 byLiam Dillon After seven months of investigation, San Diego Mayor Jerry Sanders found out that no one wanted to buy the city's stake in the Miramar Landfill.That knowledge came at a cost. The city spent $500,000 on a consultant to advise on a deal, plus numerous hours of staff time. In the end, no company submitted an acceptable bid to purchase the city's trash dump, leading Sanders to cancel the privatization proposal in February.And just like that, a plan that was supposed to save San Diego as much as $100 million over the next decade instead added half a million dollars to the city's deficit.Sanders' office defended the expense as the cost of doing business. Selling a landfill, said city chief operating officer Jay Goldstone in a statement, isn't like selling a house. You can't know what a landfill is worth, he said, until you ask companies to bid.Arriving at an answer was as complicated as Sanders officials thought it was going to be. The deal needed the approval of the U.S. Navy, which owns the landfill site. City officials wanted to shove off future environmental liabilities to a private company and maintain cheap dumping rates for city-run trash disposal. Also, the winning bidder might have only been able to operate the landfill for as few as 10 years before it reached its capacity.Sanders wanted all of these complexities resolved in time to help resolve the city's $56.7 million budget deficit next year, and internal emails show city officials struggled to keep up with the timeline. Not even hiring a consultant with an international law firm to work the equivalent of full-time on the project for more than six months could make it happen.Solid waste consultants who examined the Miramar proposal believed the city could have structured a deal so that private companies would have taken a shot. Bob Wallace, a vice president at Arizona-based waste management firm WIH Resource Group, said a much cheaper consultant could have told the city that no one would have wanted what it was trying to sell."Here you've got a city that's virtually broke and they're spending half a million on stupid stuff," said Wallace, who consulted for companies interested in Miramar.Plans to privatize Miramarfirst leakedin May 2010 when city officials told landfill employees it was considering selling its lease. After that, the proposal became a bargaining chip in negotiations that eventually led to a ballot measure that paired a sales tax increase with fiscal reforms. Getting bids for the landfill was one of the 10 reforms tied to the tax hike, and Goldstone estimated the sale could give the city as much as $10 million annually.More than a dozen companies showed up to the initial meeting about the landfill sale, but complications quickly became apparent.Potential bidders weren't sure how they could squeeze out profits if they gave the city and military below-market rates to dump their trash with such a short life expectancy, said Kelly Sarber, CEO of Strategic Management Group, a local environmental consulting firm."When you boiled it down," Sarber said, "it was a tough deal to do."Or as Wallace put it, "It looked to me like the city was really trying to dump all of their problems onto someone else."Back in October, that wasn't clear. Sanders' staff came to the City Council to ask for $250,000 to extend the contract of its consultant, law firm Greenberg Traurig, saying multiple companies had expressed interest. John Giovannone, Greenberg Traurig's primary lawyer for the proposal, told the council that his firm had significant experience doing complex deals, including landfill projects and working with the Navy. Giovannone couldn't be reached for comment for this story.Soon after the council renewed Greenberg Traurig's contract, city officials began feeling strained by the timeline, emails show. In late November, Julie Dubick, then the mayor's policy director, asked the city's risk management director to review the landfill's insurance policy quickly. The director responded that the review was complex and time-consuming."I agree, it's complicated and we have all been making ourselves crazy trying to meet the mayor's timeline," Dubick replied in an email.Dubick couldn't be reached for comment, but mayoral spokesman Alex Roth said Sanders wanted a fast answer on the landfill proposal to address the city's budget gap as soon as possible. The timeline, Roth said, had nothing to do with the failure to make a deal. Instead, it allowed the city to find out no one wanted to buy it sooner.By February, the three companies interested enough to consider preparing an offer — local heavyweights Allied Waste and Waste Management and Austin-based Texas Disposal — ultimately didn't make any that were acceptable. A director at Allied's parent company declined to comment on Allied's involvement and a Waste Management spokeswoman issued a statement saying buying the landfill "was not right for us at this time." Texas Disposal CEO Bob Gregory couldn't be reached for comment, but hehas told the Union-Tribunethat the deal "had a great deal of financial risk."Two companies didn't submit anything, Roth said, but one did."Their response was not something we were interested in pursuing," Roth said. He declined to identify which company responded.Regardless, another key player in the deal, the Navy, wasn't ready to sign off. In late January, the Navy's local real estate director sent the city a letter asking officials to hold off on selling its leasehold until the Navy gave its approval — which it hadn't yet.Karen Ringel, the Navy director, said via email that the Navy wrote the letter "to ensure that the provisions of the lease were kept in mind during the City of San Diego's proposal."The Navy's involvement and control over the property, which is atypical in other landfill deals, spooked potential bidders, Sarber and Wallace said.City officials were concerned that getting Navy approval would take a long time, said Dave Jarrell, the city's former public works director. The Navy needed about a year before it signed off on raising the landfill's height, said Jarrell, who now works for the city of Annapolis, Md.Still, the idea of the Navy scuttling a deal was "a red herring," he added. Everyone knew, Jarrell said, that the Navy eventually would have signed off.The same day in February that Sanders announced he was cancelling the landfill privatization, he proposed the city competitively bid out landfill operations instead.Sanders deputies presented their case to a City Council committee last month. They hope to receive bids from private companies by next January.Asked at the committee meeting why selling the landfill failed, Sanders policy advisor Erik Caldwell said he couldn't discuss the reasons. San Diego Won’t Sell It’s Miramar Landfill
San Diego Mayor Jerry Sanders is abandoning a potential sale of the Miramar Landfill – a key piece of his fiscal recovery plan — after three private companies withdrew from the bidding process without making an offer. Instead the mayor said he will move forward with possibly outsourcing the landfill's operations through managed competition, which allows private firms to compete against city workers for jobs. That option will likely result in far less taxpayer savings than a sale because the city won't be able to charge the operator a franchise fee of as much as $10 million annually. The decision ends a seven-month period in which the three firms – Allied Waste Services, Texas Disposal Systems and Waste Management – researched the landfill and negotiated with city officials over various details. In the end, none were willing to submit a formal offer. "We still believe that selling the landfill was the best option for the city," Sanders said in a statement. "At the beginning of this process, there was a lot of interest and enthusiasm. But at the end of the day, all of the bidders preferred to run the landfill instead of buy it." San Diego faces a $56.7 million budget deficit for the fiscal year that begins July 1 and leaders are exploring a wide range of options to increase revenue or slash expenses. Soliciting bids to take over operations at Miramar Landfill is one of the most frequently mentioned for saving taxpayer money and city leaders even attached it to a campaign to increase the city's sales tax, which voters roundly rejected in November. But the potential sale appears to have been doomed by the landfill's complicated ownership structure and an unwillingness by the private companies to shoulder the financial risk of unknown environmental liabilities. The city has operated Miramar Landfill since 1959 when it signed a $500-a-year lease deal with the military, which owns the property. The lease, which extends through 2045, changed several times through the years, notably expanding the site from 450 acres to the existing 1,400-acre plot. The north and south sections of the landfill have already been filled. The active western portion has collected 39 million tons of trash with room for an additional 19 million tons. At the current pace — 988,000 tons of solid waste and 348,000 tons of greenery added annually — the projected closure date is 2022. City officials were adamant that whoever took over operations would have to assume the landfill's liabilities, including any costs associated to its eventual closure. Bob Gregory, chief executive and principal owner of Texas Disposal Systems, said he was "unable to come to a comfort level" in large part because of the environment liability and questions over what role the military would play. "It's a wonderful opportunity. We were very excited about the prospect, still are excited about the prospect if they want to do it under a different set of circumstances," he said. "It was a business deal that had a great deal of financial risk." In a statement, Allied Waste also said it would prefer an operational agreement rather than a purchase. A Waste Management official didn't return a call for comment. The goal had been to hand the city's lease over to a private company that would, in turn, give the city a steep discount on dumping fees and pay the city an annual franchise fee of as much as $10 million. That money could then be spent on public safety, parks and libraries. That's not possible today. The landfill's $37 million budget is fee-based and stands apart from the city's $1.1 billion operating budget. The law does not allow the city to use the fees except at the landfill. The separate fund also results in the city, which is prohibited from charging most residents for trash pickup, having to pay dumping fees at Miramar of up to $11 million annually from its operating budget. Now the city will try the less aggressive route of managed competition, a change viewed by some as an opportunity for the roughly 130 city employees who would have lost their jobs had the landfill been sold. Now they'll be given a chance to submit their own proposal against private firms for the work. Joan Raymond, head of the city's blue-collar union which represents many of those workers, was on vacation and didn't immediately return a call for comment. City Council President Tony Young said the mayor has taken a prudent approach with the landfill. "I think we have to have an understanding of what our assets, especially a big asset like that, is worth," Young said. "Now we've found that there's not a big market for it for whatever reason. I'm actually really happy that now the employees get a chance to bid on it and the taxpayers will be able to get probably a better price in regards to running it because it's going to have some competition involved." The Mayor's Office is expected to begin the managed competition process for the landfill in May or June, but final approval may not come until mid-2012. The American Dental Coders Association (ADCA) is NOT accredited by the Better Business Bureau (BBB) and has a B- rating, because it failed to respond to complaints filed against the ADCA. The course design for the online dental coding class is neither effective nor conducive to learning, and does not deliver on its promise as advertised on its website: “This is an intensive 8 week instructor lead, student to student interactive program. The course offers instructor time, instructional videos, student-to-student interaction through a private forum and class room time with required assignments.” The course is elementary with simple worksheets involving “matching word to definition and “unscrambling words” games.
