Complaint

I was in your Speedway Store on Crawfordsville Rd. on 4/13/2016 approximately 3:24 p.m. I had spent $177.00. I had bagged my own groceries as always because of my disability. I have to travel by Handicapped vehicles or taxis. After bagging my groceries there was no place for handicapped people to sit. They used to have benches there and a place for customers to bag groceries. They absolutely do not want Blacks to be seen around the entrances of the store. I am "fall risk" patient and I cannot stand too long. I had already been shopping for about an hour. I ask an employee for some place to sit as I had to wait on a taxi. They made no attempt to get a chair for me. I was then told that a dining area was at the far East end of the store. I rolled this heavy cart all the way to the East end of the store past two sets of doors. When the taxi called me I had to try to rush all the way back West to the closest door and I was moving pretty fast and when I went to exit the store the wheel locked and caused me to get injured in an area where I had surgery before. I had to wait until somebody came to unlock the wheel on the cart. Then I had to go all way back to the West exit away from my taxi and then all the way back East to where the taxi was parked. This is absolutely illegal and against the ADA and RA statues. They never have any handicap accommodations in the Kroger stores where mostly Blacks shop. I have already decided to contact a lawyer and I am filing a complaint with the Indiana Civil Rights Commission. I have my receipt as I am typing this complaint. I am 64 years old pending double knee and double hip surgery as well as hernia operation. That security feature is death trap for the elderly.

How does one have a Kroger brought into an area that previously does not have a major retail grocery? The types of areas that is of concern are the ones now called ' food deserts."
Is there a grant for this? Please send information on how to get this process going.
