wow, this person managed our association,l was never reachable, clueless as to the status of our neighborhood, provided false information on documents, irritable, sarcastic, and above all......just plain didnt do anything other than pay himself FIRST!!!

I am giving this company 1 star because it is non responsive to members of an Association. Almost 2 years ago the Association I belong to hired Horizon. Horizon assisted the Association in obtaining a Reserve Study as required by California Law. The information contained in the reserve study is inaccurate and misleading. When I first challenged the contents of the Reserve Study, Horizon claimed they didn’t know where the information came from. Today; Horizon has failed to provide any supporting evidence that supports the assumptions that are made in the Reserve Study.
Associations that do not properly forecast their future budgets via the Reserve Study are 80% more likely to impose Special Assessments. Having attended numerous meetings since Horizon was hired; I found Horizon to be clueless about our Association Governing Documents, add in some corporate law violations and you have potential liability for your Association.
