Problem in rented apt, in Montclair yml621@aol.com
I have rented my apt for 2 1/2 yrs. Ever since i moved in, everytime the water in the building is shut off for repairs & then turned back on, banging noises occur all day & night. i have complained over & over to no avail. last year management investigated the problem ...but determined it was too costly to fix so they did nothing. i do not have a the peaceful environment which i am entitled to. what, if any, are my options?
