Upon Plaintiff pulling into the property with his moving truck on 2/8/2009, he noticed a sewage waste plant across the street, signs leading into the property stating for people who enter to turn down the bass on their car stereos, a bus stop for children riddled with trash and graffiti, a playground that was falling apart with paint peeling from it, and Colerain Oaks’ two designer pools green.
