Say what? I see all this complaining. Nowhere does this private business claim to be a state agency. We moved to Nevada and received one of these scam letters in the mail and it took me 5 seconds to know for certain that it was a rip off scam. So if someone else was naive enough to send money to a private company (they say on the back of their letter that they are a private company) for something you have no idea you need, then it's the lowest price education you could have. Don't be mad at these guys because you made a stupid mistake. Be mad at yourself.
