Not incorporated, not a government agency, no income tax statements

The Colorado Secretary of State has no records of Colorado Intergovernmental Risk Sharing and shows the name as "available". It is not listed as a local government agency. The director Tim Greer was not appointed by the governor and not elected. He started CIRSA 20+ years ago. Col Division of Insurance Peg Brown wrote me they have no records of CIRSA paying income tax and no reports on how they handle claims made policies. I wrote and asked for their non profit IRS 990 forms (priority mail 9405 5036 9930 0087 1047 37) but they didn't respond. They are not listed on GuideStar.org as a nonprofit.

I sued CIRSA in Col state court for the City and County of Denver Case 05-cv-5485. Assistant State AG, Christine K Wilkenson wrote "the State has no control over CIRSA"..."CIRSA is not an arm of the State". The reason I sued them is that they refused to pay on an errors and omissions policy they sold to the City of Steamboat Springs CO. This company is very secretive.
