Owning Up: Principles from the Carver Model of Board Governance

This is the first article in a series discussing the principles of policy governance for non-profit boards known as "The Carver Model".  I am a very strong proponent of this model. The principles are taken from John&Miriam Carver’s guide book #1. Principle 1: The Trust in Trusteeship. The board of a nonprofit or public organization represents the ownership of the organization. It governs on behalf of all the affected persons who are not seated at the board table. It must therefore establish, maintain, clarify, and protect its relationship with the organization's “owners.” The term Board of Trustees implies that they are being trusted by someone to represent their interests.  Traditional boards have been caught up in the assumption that they represent the organization, but that assumption only leads to frustration, micromanagement, ineffectiveness, or worse indiscretions and abuse.  In truth the board represents the interests of the community as it relates to the cause or mission of the organization.  More specifically, they represent the interests of those who are "affected" by the cause or those serviced by the organization.  This puts the focus where it belongs and clarifies the board's true responsibility.  The board is accountable to the community to make sure the organization stays true to it's mission. Because ownership is not truly defined by traditional models, it becomes up for grabs by the most assertive or powerful board members or even the CEO.  In these cases authority tends to put power in the hands of those who are the most removed from those who are being served which ultimately undermines their cause.  I've seen first hand how this works from my experience in the nonprofit sector and it can get quite ugly.  Board members and upper management seem to be caught up in power struggles while the people they are supposed to be serving get neglected, or worse are looked down upon.  The problem is not always the people, it is the model. I named this article owning up because I think it is a good way to describe the Carver's Model 1st principle.  In essence ownership begins where most would consider the end.  It empowers the clients, and creates a bottom up system of authority and accountability.  In affect it makes everyone in the organization own up to their mistakes, because it sets the mission front and center, giving them a clear method to measure their success.  A big buzz phrase in fund development is that they want donors to have buy-in.  If the board, the CEO, management, and all staff recognize that their clients and to a greater degree the community owns the organization this becomes an easy sell.  If the community is involved from the beginning you can be sure that they will have major buy-in.
