Please don't give Joe a deposit on work to be done. The contract with Joe is useless. He took deposit, never showed up to do the job, decided he did not want to do job and did not return the deposit. If you like contractors to take your money, disappear and not do your job, hire Joe. If you like going to small claims court, hire Joe. One star is too much to give this contractor. He wanted deposit, did not want to do work and also did not want to return deposit. This is worse than unethical. Joe promises to return money, but never does.
